Finleyville Borough Council Meeting – September 4, 2013

Representatives of the lowest responsive bidder (Alice Restorations at $39,700) for repairs of the masonry work on the exterior of the Finleyville municipal building met with Tim Kegel (Council President) on August 19th to go over the work scope details, schedule and payments.

Representatives of the lowest responsive bidder (Alice Restorations at $39,700) for repairs of the masonry work on the exterior of the Finleyville municipal building met with Tim Kegel (Council President) on August 19th to go over the work scope details, schedule and payments.
President Kegel disclosed that there may be some minor added work uncovered during the process that may not have been in the original specification – this is common with restoration projects. The council was told that 1/3 of the total cost will be paid at the beginning of the work, an additional 1/3 at the 2/3 completed point and 1/3 held back until completion and inspection. Work is scheduled to begin in the next few weeks.
Representatives of the Monongahela Area Library Board of Trustees were present to determine if the Finleyville Council had budgeted funds in support of the Library as they had in past years. Council affirmed that they will support the library with a $3,000 check. MAL Treasurer Susan Price spoke briefly on recent improvements to the library computer system and the Library’s application for a local share grant.
There was a brief discussion on the condition of Cliff Street. The Mayor and Road Maintenance Driver Tracy Lawrence reported that a portion of Cliff Street will be unplowable this winter. The present condition of the street is likely to cause damage to the plow. No immediate solution to this problem was discussed.
Mayor Kutsek announced that preparation of a joint grant with the borough of New Eagle is moving ahead. The two boroughs are committing $5,000 each as their share of local funds attempting to procure a $20,000 grant to have the ordinances of both Finleyville and New Eagle updated and rewritten. Both Councils agree that the ordinance requirements of the two municipalities are sufficiently alike for a joint updating project. The grant request will be for $20,000 with $10,000 of local funds provided ($5,000 each from New Eagle and Finleyville). The total project cost is estimated at $30,000.
Four of the five council members were present at this meeting as was Mayor Kutsek, the Solicitor, the Secretary/Treasurer and several attendees wishing to address the board. Council Member Robert Richards was excused from this meeting.
In Regular Business:
• The treasurer’s report was distributed and reviewed. The report was accepted subject to a minor correction. The Secretary/Treasurer was authorized by council motion to clear all open accounts.
• The police report was distributed and reviewed by council members present and was accepted without note or discussion.
• Mayor Kutsek reported on his attendance at a hearing in the chambers of Magistrate J. Ellis on the continued ordinance violations that go back years by a resident on School Place – garbage and weeds. The magistrate excused her past fines but promised fines of $500 per day for any additional violations.
• Efforts are underway to have an additional storm drain installed along Washington Ave. by PennDOT. State Representative Saccone is assisting the Borough in this effort.
• The Mayor announced that the Tri-County Boroughs Association meeting and dinner will be hosted by Finleyville on September 19th at the Finleyville Fire Hall.
• Mayor Kutsek and Solicitor Berggren discussed delinquent business tax payments. Three businesses remain delinquent from 2012 and ten are overdue for this year. Solicitor Berggren noted that Business taxes in Finleyville are reasonable at $300 annually, where in most other municipalities the business tax is a percentage of business revenues.
• Permit fees for the upcoming Fire Department Halloween parade were waived.
