Fallowfield Township Board of Supervisors Meeting – July 31, 2013
The duties of Road Master in Fallowfield Township will now be shared by supervisors Earl Sadler and Wilber Caldwell, following action of the board of supervisors at their July 31 meeting.
Sadler has served in the capacity for a number of years, but Caldwell will now serve as his assistant, and will be in charge of township roads in the event of his absence.
The appointment of Caldwell was one of two actions involving township officials taken in the meeting. The other was the appointment of Phillip Michael of K2 Engineers of Uniontown, as Assistant Code Officer, replacing Ron Large, who previously held the spot along with the duties of Zoning Officer. Large, an employee of the road department, will continue as Zoning Officer.

In another action, supervisors awarded a contract of $101,359 to Morgan Excavating Company for the paving of Florence Drive from Route 481 to the end of Florence; Wertz Way, from Route 481 to the end of Wertz; Cooper Road from Old Route 71 to Wisetown Road; and a specific portion of Wisetown Road from Cooper Road. Morgan Excavating was the lowest of four bidders for the project.
Supervisors voted to advertise for bids for garbage removal in the township for 2014, 2015 and 2016, with an agreement for a two-year extension for the successful bidder.
Supervisors also voted to approve Ordinance 209 which vacates approximately 1,932 feet of Rosena Road, which solicitor Keith Melenyzer described as a “cow path”. The action followed a public hearing on the vacating of the road held before the regular meeting. A gate will be installed on the road at a later date.
Township secretary Karen Talbert announced that the Small Business Administration is providing loans for homeowners and businesses affected by flooding from severe storms that struck the region in July. She said applications and information on the program is available at the Township Building.
In other action at the July meeting supervisors also:
• Adopted a resolution to pay $628.00 as the township’s share to the Mid Mon Valley Transit Authority
• Voted to send delegates to the annual Washington County Association of Township Officials convention to be held September 19th in Washington. They also approved the payment of $200 dues to the Association and purchased an ad in the 2013 Convention yearbook
• Accepted, with regret, the resignation of Dan Restivo from the Parks & Recreation Board
• Approved a resolution to provide for supplemental appropriations to the 2013 budget to include $115,199 in impact revenues under Act 13 to be deposited in the Act 13 Marcellus Shale Account.
