Finleyville Council Meeting August 7, 2013
With all the rain we’ve had lately it’s no surprise that surface water runoff problems have become noticeable in communities with inadequate drainage systems and Finleyville is no exception. Mr. J. Rostosky, owner of Electric Motor Service in Finleyville addressed the Finleyville Council and Mayor Kutesek at the August meeting complaining about run-off from Route 88 and Washington Road (both state roads). Mr. Rostosky complained that, “due to inadequate storm water catch basins I’ve been getting 12-14 inches of water in my shop and this has been going on for several years in heavy rains - the existing catch basins can’t handle the run-off. If it rains hard, the surface water even comes up through the toilette. I’m getting everything that runs off route 88.” Mr. Rostosky has been checking into his options and seems to be in a catch 22 situation. His shop is in Finleyville but the roads belong to the state. He complained that the existing drains are not taking the water as they should and if his experience is factual some of the storm water runoff is getting into the sanitary sewer system as well. He would like to have either Finleyville Borough or the State have more or higher capacity storm water catch basins installed but cost seemed to be an issue for Finleyville Borough. According to Rostosky, PennDOT has offered to supply some materials but has not offered to do any installation work. Council President Tim Kegel did offer to have all the drain lines inspected to see if they’re clear.

The council had received bids to have the exterior Masonry repaired on the municipal building. They opened the bids during this meeting. The bids were basically for repointing all masonry joints on the exterior brick and stone-work, but it is to be done more as a restoration project on this old building. One of the bids was rejected due to a bid deficiency. Councilman John Securest placed a motion to accept the lowest responsive bid ($39,700) but there was no second. He stated that, “It’s nearly mid-August and we may be running into bad weather – we should get this work started.” Nevertheless, action was tabled until references provided for in the bid package could be checked. The urgency to contact references immediately was noted so that a contract can be awarded. An emergency meeting may be held to award the contract.

Mayor Kutsek reported working on a $5,000 grant for partial payment of costs to review and update borough ordinances and that he’d need a letter from the Council assuring that Finleyville would put up matching funds for the work

All Council members were present at this meeting as were the Mayor, Solicitor and Secretary/Treasurer.

In Regular Business the Council:
• Accepted the minutes of the July meeting without correction.
• Accepted the Treasurer’s report without comment or correction.
• Thanked the Finleyville Volunteer Fire Department for a great community carnival, parade and fireworks display.
• Reported that there were no problems with a motorcycle rally held in Finleyville.
• Reported that a parking issue was cleared up by the Police.
• Noted that high weed issues are being addressed.
• Announced that Finleyville will be hosting the upcoming Tri-County Borough meeting. Council-person Irene Allridge was asked to check into the availability of either the Fire Hall or Community Center and a suitable caterer for the dinner.
• Approved writing of a letter guaranteeing matching funds of $5,000 for a grant to update borough ordinances.
