Council to consider ordinance for downspout testing

Property owners in Speers may soon be required to have die-testing done on the downspouts of their homes before the houses are sold.
Council will consider an ordinance requiring the die testing at their March meeting, in an effort to prevent storm water from entering the sanitary sewer system. Council has been wrestling with storm water problems for some time, and Borough Solicitor Jack France proposed such an ordinance during council’s February meeting.
Mayor Bill Lee said the proposed ordinance would apply to all homes being sold in the Borough.
In other action at the Feb. 6th meeting, Code Enforcement Officer Kerry Krider of HMT & Associates of Canonsburg, introduced Jim Helike, a partner in the company, who will be available to Speers in any cases where Krider is not available. Council has retained HMT for code enforcement services.
Councilman John McDonough briefed other members of the Board on the current state of the Borough pension fund and noted that the fund remains solvent. Lee said Council will continue to monitor the fund to ensure that it remains sustainable.
During the reports portion of the meeting, Charleroi Regional Police officer Michael Kusick stated that during January, the department responded to 26 calls in the Borough.
At the close of the meeting, Council members recognized France, who has served as Borough solicitor for 50 years. In recognition for his years of service, they presented him with a plaque as a token of their appreciation for his service to the Borough.
