All board members were present at the January Finleyville Council meeting and agreed that steps must taken to address the stack of unpaid parking tickets issued by the police.
It seems that some folks have been using Finleyville’s metered parking for long periods and ignoring parking tickets police place on their vehicles. Complaints from some Finleyville businesses and residents have prompted action. Scofflaws are going to become aware that Finleyville is not a free “park and ride” facility for users of the bus service. The solicitor was authorized to review the parking ordinance. Changes discussed were immediate towing by the police and citations to appear before the local magistrate.

The committee searching for a replacement for the retiring secretary/treasurer has completed its interview process along with the help of current S/T Sandy Mayak, who council thanked for her assistance. The committee reported it had received 28 applications but only 15 applicants elected to interview. All applicants were interviewed using the same interview question set. The committee recommended Coleen Mellor of Venetia, and a motion passed unanimously to hire her as the new Finleyville Secretary/Treasurer. A second motion was floored to compensate Sandy Mayak at her current salary to train Coleen Mellor for an undetermined period of time.

The short west end of Marion Avenue came under discussion at this meeting. Council President Tim Kegel suggested that council might want to consider abandoning this short stretch, which is no more than an alley and has never been part of a borough paving project. The mayor was concerned about liabilities from this action. If this action were taken, maintenance would revert back to the property owners. No action was taken by council.
In Other Business:
• Minutes from the previous meeting were reviewed, and all outstanding 2012 bills were authorized for payment.
• Mayor Mike Kutsek complained that drivers continue to run through the stop signs on Washington Avenue. The police (represented at the meeting) will step up surveillance.
• Council President Kegel has been unsuccessful in contacting Waste Management by phone regarding some garbage pickup issues. A letter will be sent.
• Officer Rocco presented a police report to the board for review; nothing significant was reported.
• A special meeting was held December 26 to adopt the 2013 budget.
• The solicitor will send notices to Finleyville businesses that are delinquent on payment of the business privilege tax. The ordinance was restructured last year to permit prosecution 15 days after receipt of the delinquency notice.
• Michael Cushey was appointed to represent Finleyville on the Peters Creek Sanitary Authority Board.
• Authorization was granted to purchase software for the secretary/treasurer’s computer, not to exceed $500.
